How to Create and Update JCAF31/JCAF33

Start Preparing the Initial Project Proposal (IPP)

Once you are ready to begin preparing the project for approval, you can select the Start IPP option in the Project Status section to indicate you are preparing the IPP:

Manage JCAF31/JCAF33

The first part of project preparation is to complete the JCAF31 and JCAF33 forms. The JCAF31 defines how the project's space will be utilized and the JCAF33 is used to manage equipment allowances. From the main project screen, select the Manage JCAF31/JCAF33 option to begin completing these forms:

Importing Room & Space Inventory

Before you begin to complete the JCAF31/JCAF33 forms, you have the option of importing existing space inventory into your project. You have 3 options available to you:

1. Import All Rooms Space Inventory

This will automatically update the draft JCAF31/JCAF33 forms with the floor space and other building information for all rooms in all buildings related to the project:

2. Import Specific Rooms Space Inventory

This option gives you the choice of which rooms in the project's related buildings you want to import:

3. No Import Needed

This option will not import any space inventory information into the JCAF31.

Merge Rows by Room Use Code and Top Code

For each of the options above, you can choose to merge rows on import. This will automatically merge all rooms with the same Room Use Code and Top Code into a single row. For example, if you have two Office buildings, one with 300 sq. ft. and the other with 400 sq. ft., these two rows would be merged into a single office space of 700 sq. ft. 

NOTE: If you choose not to merge rows during this initial step, you will still have the ability to merge rows later.

Update JCAF31/JCAF33

After importing space inventory into the JCAF31, a review of all rooms and current space information for each room will be displayed. From here you can make updates to the spaces based on the project approach.

Add a Room

If there is a room space that you did not import or a new room being built for the project, you can select the Add Room option to create a new row for your room:

Remove a Room

If you need to remove a room from the project, you can select the Remove Room option:

Copy a Room

You can create a new room by selecting the Copy Room option. This will create a new room by copying an existing room's details:

Merge Rooms

You can manually merge rooms with the same Room Use Code and Top Code into a single row. This is helpful to simplify the overall ASF and costs for a project. To merge rows take the following steps:

  1. Select the rooms you want to merge.
  2. Select the Merge option.

After you merge the rooms, a single row with all the ASF and Existing Space values combined will be displayed.

Update the Construction Cost Index (CCI)

The Construction Cost Index (CCI) is a general measure used to calculate overall construction costs per square foot. You can select the CCI at the top of the JCAF31 screen. Select from the appropriate CCI values and select the Apply option to automatically update the construction costs (Const. Cost/ASF column) for the project:

Update the Equipment Price Index (EPI)

The Equipment Price Index (EPI) is used as a general measure to calculate overall equipment costs per square foot.  You can select the EPI for the project at the top of the JCAF31 screen. Select the appropriate EPI value and select the Apply option to automatically adjust the equipment costs (Equip. Cost/ASF column) for the project:

Update the Assignable Square Feet (ASF)

The Assignable Square Feet (ASF) is the space in a building that is usable. It is determined by subtracting areas such as lobbies, corridors, restrooms, and equipment rooms from a building's gross square feet. For each room included in the project, update the ASF column based on the anticipated room space after the project is complete. This will calculate the difference between the ASF and Existing Space:

Identify Reconstruction

If the project includes construction of an existing room, this is considered Reconstruction. You can identify which rooms are being reconstructed by simply checking the Reconstruct check box to the left of the room:

Saving the JCAF31/JCAF33

Once you have made all the updates to the JCAF31/JCAF33 form, you can select the Save option:

Updates made to the JCAF31/JCAF33 form can also be saved by selecting the Save option at the bottom of the page:
